Born and raised on the Jersey shore, Carol attended the College of William and Mary, where she earned a BS in Biology. She taught high school biology and earth science for a few years in Williamsburg, VA prior to meeting her husband in the Bahamas. They started and ran a yacht charter company with marinas in The Bahamas, St. Maarten, and St. Thomas. After selling the business 10 years later and enjoying a brief early retirement at their home in the mountains of NC, Carol went back to school for graduate degrees, receiving an MBA from Appalachian State and a PhD in Marketing from Virginia Tech. She taught business strategy, marketing research, services marketing, and consumer behavior at Northern Illinois University for 10 years, and then at Bryant University for 15 years where she also served as Department Chair, Business Dean, and Associate Provost.

 

Having developed a love of NC while living in the Boone/Banner Elk area, she and her husband, Bill, settled on a retirement location in the Pamlico County area after extensive research and an exploratory visit. They purchased a condo in Arapahoe in 2015 but then fell in love with Minnesott Beach and bought their permanent home in Minnesott Beach in 2019. Carol fully retired in 2020 and became involved in town government. She was appointed to the Minnesott Beach Planning Board in August 2021 and became Chair in November 2021. As Chair, she spearheaded updates to the Code of Ordinances, supervised the update to the Land Use Plan, and produced the town newsletter. Carol is a member of Oriental Rotary and pursues a variety of interests including boating, fishing, gardening, and baking.

 David Gaskins, Mayor Pro Tem

David has lived in Minnesott Beach since August of 2000.  He has three children and two beautiful grandsons.  He graduated from PCHS in 1983 and ECU in 1988.  He currently works for McNaughton-McKay Electric as a Strategic Account Manager specializing in Industrial Automation and Controls as well as Industrial Project Management and has been with them for 28 years.  He has volunteered with the Pamlico County Cub Scouts and Boy Scouts for 21 years.  He loves boating, fishing, and anything to do in, on and around the water.

Dave and his wife purchased a home in Minnesott Beach in 2018 after he retired from a 30+ year career in the energy industry.  He has extensive experience in operations, maintenance, construction, forecasting, budgeting, safety, regulatory compliance, and facility management having been responsible for both state and federal jurisdictional facilities during his career.  He holds a Bachelor’s of Science degree from Villanova University.  He has two independent children.  He is a member of Rotary international and supports other local non-profit organizations.  His hobbies include:  fishing, kayaking, motorcycling, woodworking, wildlife photography, and traveling.
